A supervisory controlling system for the distributed energy resources (DER) based on C/S was designed in this paper, which was composed of 4 layers as follows: device and data-acquisition layer, field data management layer, user layer, and service layer. The service layer was built with Apache+PHP+MYSQL technology, and the user layer was given by an Android application. Key technology and implementation details of these 2 layers were provided. An actual application showed that it could correctly and effectively get the running data of the DER and deliver the control instructions.
